The President of the United States by and with the Advice and consent of the Senate, has appointed you a Lieutenant in the Navy of the United States, to serve on board the Frigate Constellation whereof Thomas Truxtun Esquire is Captain and Commander —
You will be pleased to signify your acceptance or non acceptance of this appointment. In case you accept, you will immediately repair to Baltimore, and report yourself under the orders of Captain Truxtun and conform yourself to the rules and regulations of the Marine Service and the commands of your Superior Officers
