I have in the Absence of the Accountant to acknowledge the Receipt of your letter dated 14th Ultimo
I presume when you were informed that notice would be given you with whom to communicate in the Subject of your accounts. that no innovations on the old established forms were intended — but that Col Henley was in every instance to act the part of Caleb Swan P.M.G, to which effect he has the necessary instructions — the Muster Rolls will in the usual form be delivered to him and he will compare them with the pay abstracts, after which the proper amount will be placed in your hands, and you will continue your payments as usual. Your accounts will undergo the same examination with him as they did with Mr Swan, and he will receipt to you for them on Account, to be forwarded to this Office for final settlement.
On the return of Mr Simmons you will again be written to on the subject.
Blank muster, pay, & receipt Rolls will accompany this letter.

The Letter for Lieut Daniel Bissell will be forwarded to him at West Point, where he has been ordered on duty.
