In an account just received from the Treasury Department, of rations issued by Chauncey Whittlesey, it appears you have drawn more than you are by law entitled from 1 July to 31 December 97 — I expect it was in consequence of an opinion that the act allowing double rations, to Officers commanding separate Posts, embraced recruiting rendezvous — a determination has been had on this head some time since and the Secretary of War decided that Recruiting Rendezvous were clearly not included, or intended by separate Posts (the words in that act) this being the case you will immediately refund to the Contractor the amount of the rations you may have drawn in consequence of such opinion, together with the commission or other charges on which the Contractor may have charged on account of this issue — so as to indemnify the United States from any charge in consequence of your error, this done you will forward the Contractors Statement & receipt to this Office for your exhonoration.
