Wilmington March 4. 1798 Sir Inclosed is a discharge of Charles Smith a Soldier discharged from Capt Kalteisens Company, which it seems is the only voucher he has to substantiate a claim against the United States for a ballance of pay due him when discharged. He hath applied to me to obtain it for him, & I could not well refuse this request to a man I had introduced into the Service.
