I the Subscriber being appointed by the Secretary of War to inspect the Hats to be furnished the United States by John Suly for the present year do Solemnly affirm and declare that I will make the inspection agreeably to the true spirit and meaning of the Agreement made between the parties without favour or affection to either of them to the best of my Skill understanding and Judgement.

yesterday after so long a detention the articles inserted in the inclosed Invoice, were forwarded to you altho' you will perceive they are only answerable to the first return for they were soon after the receipt of it packed me ready for transportation but an unusual season has detained them. I hope they were shortly got to hand— I have represented the necessity of a further clothing supply, but as yet have no orders on the subject; for I hope it may be best for you to send on, an estimate equal to your dues and wants. I will do what pertains to me to effect out additional supply.
