Tench Francis Esquire War Office 14th February 1798 Sir I heve the honor to transmit you herewith an extract of a letter from Capt Samuel Nicholson dats the 4th instant by which it would appear that the Anchors lately arrived at Boston from New York for the Frigate Constitution are not by any means proper for that ship and that Capt Nicholson has consequently refusd to reicive two of them. You will be pleased to inform me as soon as may be what was the substance of the agreement with the persons who furnished the Anchors alluded to with respect to their particular diminsions and quality. You will be pleased at some time to inform me whether the Anchors to be furnished by Mr. Cushing at Pembrook are in a forward state and at what time they may be reasonably expected to be completed. and am Sir with due respect Your obt Sevt. Description

It appears that the anchors that arrived at Boston for the frigate "Constitution" are not proper for that ship so Captain Nicholson has refused to receive them. McHenry wants to know the substance of the agreement with the people who furnished the anchors respecting particular dimensions and qualities. He also wants to know whether the anchors to be furnished by Mr. Cushing at Pembroke are in a forward state and when they are to be completed.
