Sir It will not be in my power to form a just opinion of the quantum of compensation to which Colonel Heth may be fairly in-titled for the Services he has rendered, unless I could find time to make an examination of his papers and the difficulties attending the execution of his duty. As this has already been done by you, I request you to state; First, in what respects, the performance of his duties has differed from the other Agents employed in the same Service — Second, whether it appears to you, that the mode in which he has done the business has been attended with a greater saving to the public than the mode in which it has been executed by the other Agents.
