I have the Honour to transmit two estimates of the sums necessary to constitute and equip the Frigates United States, for rations and Considerations for use the Navy and Subsistance for their officers and crew for twelve months, also Appropriations or Appropriations for 1797 for the Military Department, to accompany every other interest you may have to lay before Congress.
