I have received your letter of the 22d
ulto: If you will refer to your instructions as Paymaster you will find sufficient authority to call any Officer to account who stands charged with Publick monies — this authority may with much propriety be exercised as respects Mr Marks — It is my earnest desire to settle without any loss of time all outstanding Publick monies by calling the Officers to account with the different agents of the United States — I trust therefore you will use all the means in your power to effect it, if you meet with any difficulty, application may be made to the Commanding Officer who will enforce your demand by a General order — I herewith send you a temporary supply of blank Muster & Pay Rolls, and Inspection Returns. I will embrace the earliest opportunity of supplying you with an additional number — in the mean time every post shall convey a small number to prevent any great Bulk in the Mail —

I have received your letters of the 15 last Mo. the one enclosing Muster & Pay Rolls for the pay of the Troops under your command to the 31st December 97. Receipts for payments made by you and duplicate receipts of Bounty paid to recruits, all of which shall be placed under examination, & the result communicated to you in due course.
Application should be made by you to Colo. Henley the Agent of the War Department in Knoxville, the subject of the Pay Afairs. Dickinson he may be requested to retain any monies in his hands which may have been due Mr Dickinson to transmit in an amount thereof to this Office where payment will be made to the lega
