You will easily conceive that the aforementioned reduction of Pay is occasioned by your having the legal number of non commissioned Officers previous to your appointing then men to the grades at which you made up their Pay. I could wish that on every occasion in Cases of Deserters surrendering themselves or being apprehended that you would be pleased to obtain the necessary information from the Officers under whom they may have last served, ascertaining how much or if any Expenses have been incurred for pursuing in advertising
