I Certify that there is due to Lieutt Samuel C Vance Paymaster of the the 23rd Regiment the sum of one hundred and two dollars and ninety six cents being balance of his account for payments made by him to the 3d Regiment for their Pay subsistence & Forage from 1 January 1796 to 30 June 1797 including his own pay subsistence & Forage as Lieutenant & Paymaster to 31 December 1797 & his Pay & Forage as quarter Master to October 1796.
