I recd your letter of the 22d Inst enclosing Sundry receipts for bounty paid by you which will be filed in the usual manner, also the Contractors Certificate for the Rations drawn by you in reply to that part of your letter wherein you say you do not relinquish your claim for double Rations, I have to observe to you that I cannot possibly construe the Act on that Subject to extend to Recruiting Officers and as far precedent I know of none Lieut Hall having been wrote to when it was discovered that he had drawn double Rations that he would be held accountable for what he had improperly overdrawn and as respects Capt Miller there is no evidence in this Office of his having drawn double Rations —
