Sir, I have to acknowledge the receipt of your letter of the 7.^th September last, inclosing an account of Ensign Robert Torrans, for subsistance from the 1.^st September 1795 to the 1.^st June, 1795, amounting to ninety two dollars [undecipherable], which has been paid to him according to your desire, as his receipt herewith inclosed will show. I have also received your letter of the 2^d of November last, with a copy of another dated the 25^th July annexed. In pursuance of the request [strikethrough: [undecipherable]] contained in the latter, I wrote to Ensign M^cCall, Pay Master, on the 15^th August, for an Estimate of the pay of the Troops from the 1^st April to 21 July last, and again wrote to him on the 20^th of November last for the said Estimate, requesting it might be extended to the end of the year; but as yet have not received either. I expect him here every day, when the said Estimates will doubtless be furnished. Your letter of the 23 of November has also been duly received, notifying me of the transmission by the Treasurer of the sum of five hundred and sixty six dollars [undecipherable], for the purpose of making payments to Captain John F. Webb and Lieutenant Howell [undecipherable], as deranged Officers under the Act of Congress of the 30.^th of May 1796. This amount has been remitted to me by the Treasurer, which I shall pay to Ensign M^cCall, P. M. [strikethrough: as you] desire, and forward his receipt to you.
