I have received your letter of the 20 [—] with the Accounts and Vouchers accompanying the Same wh[ich] Shall in course receive an examination and the different Poin[ts] Stated by you relative thereto will be taken into consideration and you will be informed of the issue.
The account you mention to have forwarded Some time Since on which there was a Balance in Your favor has been received, and that part thereof for Serv[ices] in the Laboratory has been Suspended until a decision take[n] on Similar accounts by the Secy of War of this you wi[ll] also be duly informed. —

I have received your letter of [the] 16th Instant and observe your remark relative to the 7[—] Do[llars] refunded to you by Dr Balfour; if you will refer to my letter to [you] of the 14th March last you will there find that the seventy [—] Dollars then charged to you, and which you omitted to credit [to] those refunded to you by Capt Bissel and was for the Pay [&] Forage of Dr Balfour for March & April; your receipt to h[im] explains the charge. Dr Balfour never received his pay & forage f[or March] & April, from Capt Bisel or yourself but you paid the amoun[t] [in] the hand of Capts Bisel, and when the error was discovered[—]
