[Ensign Samuel Parmele] [Windsor Vermont] Accountants Office November 21^st 1797 Sir I received by last post under a blank cover a parcel of Receipts for Bounty said to have been paid by you some of which have no witnesses opposed to the marks of the Recruits and others witnessed by yourself in both cases your account can receive no Credit for Such Vouchers, a careful perusal of your Recruiting instructions as well as my letter to you of the 28^th September last will clearly point out the defects in your Vouchers and Correspondence I am &^c W Simmons Act^t John Randall Esq^r Accountants Office Annapolis November 23^d 1797 Sir I received your letter of the 19^th Inst^t on the subject of the monies standing to your debit on the books of this Office, in answer to which I have to inform you that to pay the amount to the loan Officer would not be regular agreeably to the mode of balancing accounts of this nature in this Office. I have therefore to request that you will refund the amount to John Keith Esq^r Supervisor of the Revenue at Baltimore and take his duplicate Receipts one of which be pleased to transmit to this Office.
