Lieut. Webb's pay commences under that appointment 9^th May 1797 as relates to the forage of Lieut. Webb as adjutant I enclose you an opinion of the Attorney General on the Subject which will be your guide. The publick Horses received by the Officers of the Cavalry, more properly comes before the Secretary of War I have however written to you on the Subject under date of 2^nd Inst a copy of the letter is enclosed. Lieut. Slough died on his Journey from the Southward, and what became of the publick Horse in his possession I am not informed.
