I have received your letter of the
Instt with its enclosures.
I could wish to receive more f[u]ll estimates of the pay due the Troops in your quarter that re[m]ances may be made so as to comply with the act of Congress rel[ating] to the arrears not exceeding two Months
I have reported on the Claims of [C]aptn Webb & Lieutt Cobb for their Six Months pay and Subsistenc[e] the amount due them is as stated in their account, Vizt

This sum will be remitted to Mr Habersham to be paid to yo[u] you will be held accountable untill you produce the receipts o[f] Parties. those annexed to the accounts will accordingly be of no[.] I have retained them however with the accounts as Vouchers Remitting the money —
I wish you to lose no time in for[warding] the vouchers up to May last with a Statement of your [account] Shewing the balance on the former Statement and the mon[ey] Since received, and paid —
I do not Conceive myself authorized [to] admit the pay or emoluments of Capt Webb as such, after 1[st] October 1796 the day he became a deranged Officer, as the law [ex]plicitly Stipulates the number to be in service and appropriates for [a] Specific number only it will in my opinion require the inter[position] of Congress, before payment can be made Such Sums therefo[r]
