John Randall at Annapolis stan[ds]
Charged on the books of this Office with the sum of 250 dolla[rs]
advanced him for the purpose of mounting Artillery at Annap[olis]
since which it has been determined to Close as many accounts as
possible on the books of this Office either by producing Vouch[ers]
for expenditures, or refunding the balance to the Treasurer of the
United States. In the present case Mr Randall informs me
he is ready to refund the Two hundred and fifty Dollars (hav[ing]
expended no part) I have accordingly directed him to pay the a[mount]
to you and take your duplicate Receipt one of which he is to forw[ard]
to this Office, and you will remit the amount to the Treasurer of
the United States, when the sum will be entered to your Cred[it on]
the books of this Office. —
