I certify that there is due to Howell Cobs late a lieutenant in the Army of the United States the sum of One hundred Ninety One Dollars and thirty five Cents being for six Months pay and Subsistance allowed to deranged Officers by the act of Congress of the 5th March 1792 agreeably to a list of Officers deranged received from the Secretary of War which sum is to be transmitted to John Talmadstone Esqr on Georgia to be by him paid to Ensign Hugh McCall who is to be held accountable for the due application of the same.
