The inclosed letter and draft was received from Major Rivardi with a request that I would accept the bill and handmit the same to you — From the situation of Major Rivardi's account on the books of this Office I cannot with propriety accept the draft & therefore send it to you in the state I received it —

Sir In the accounts rendered to the Treas-
ury by Melancton Smith Contractor for supplying the
Troops at New York &c with rations (abstracts of which are
transmitted to this Office) I find you have received double the
quantity you was entitled to — from 1st July to 20th October 1797
inclusive, being five hundred & twenty four rations; amounting to
Thirty Seven dollars & &c — this mistake has arisen I presume
from your thinking yourself entitled to double rations after the 20th
June; which by act of Congress is only allowed to Officers command-
ing Separate posts (by which is meant a place where Troops are
Stationed for the defence of a particular part of the Continent) and
not to Officers recruiting — You will therefore be pleased to account
for the above amount in the next Settlement of your subsistence accounts
by deducting it therefrom and forwards a certificate thereof from the
paymaster to this Office —
