The bearer Doctor Balfour who I named to you some time since as a proper person to be appointed Surgeon of the Frigate Constellation. I am more than ever satisfied of his Eligibility to that office, having this day received a letter from General Wilkinson, who speaks of him in the highest possible terms, as an officer of professional skill, honor, and strong sensibility.
