Detroit November 5. 17[——] Sir I have to acknowledge the receipt of several letters of the 4^th August, 15 & 20 Sept. and [——] October by M^r Lovell, to which I shall duly attend. The account of Major Revardi, is in a situation, that I shall withhold his pay altoge[ther] untill it is finally balanced, any demand w[hich] may be made to you on that score you will acc[ord]- ingly reject. Capt Thomas Resteur's receipt rol[l shall] be compared with the Pay roll, and the proper a[mount] entered to his credit. Capt Abner Prior's recruit[ing] accounts as well as those of Lieut^t James Sterrett, Charles Hydes, will also be placed under exami[nation] and they will be informed through you of the result. — The account current of Cap^t Haskell which you have forwarded will assist me in making a final settlement with that Office. — The question stated by you relative to the Pay and emoluments allowed by law to a Cap^t. or Subalt[ern] for doing the duty of Inspector, I have submitted to the Secretary of War, his answer to me on the subject is "I will refer it to the attorney General for his opinion before I make up mine" — you will therefore govern yourself accordingly, and rely on receiving from me the earliest intelligence after a decision takes place. There remain a great number of Officers who have not yet settled their accounts, I have writ- ten to the agents & paymasters in the different quarters where they are stationed to collect & transmit them to this Office, allow me to renew my request to you on this head, as I am very anxious to settle as many as possible, before I furnish Congress with the abstract of delinquents they have called for. In your communications of late you do not mention a word respecting the period to which the troops are paid, I could wish they were more frequent on this head, stating the situation of the pay &c. of the Troops at each Garrison within your payments, the periods to which they are paid, the funds in your hands, the probability of paying them any arrears which may be due, the reasons for not paying &c and generally all information relative to their pay, which you are i[n]
