Yesterday Capt Thomas Lewis made application to me for a further advance of money which I have declined making him untill you could be made acquainted with the state of his account on the books of this Office, and that I should receive your particular instructions therefor. enclosed is a statement of his account by which you will observe the considerable balance against him after crediting him for his pay & subsistence till 1 instt. I have here to remark that a great part of the amount was received by him in the year 1792, and beg leave also to suggest the propriety of his accounting for the balance previous to receiving a further advance I have frequently called on Capt Lewis, and wrote to him on the 3d January last pointing out
