Sir, Your letter of the 26^th of July last came to hand yesterday inclosed by Major Habusham— I Presume Major Habusham has forwarded an estimate for the pay of the Troops in Georgia up to the 1^st of August last- as he mentions in his last letter- having Received Three or four months pay— I have inclosed him with amounts and reciepts for the Six months pay and Subsistance due Captain Wibs and Leutinant [undecipherable: probable reading "Cobis"] as detanged Officers— They having no acquaintance in Philadelphia who could recive it for them, prefered This mode, if those would be proper vouchers for you, and request you would Transmit the amount to me, after which I will forward you the duplicates— Shoulds they not answer your purpos- be pleased to return them to me as early as Possible— I found on examination that the 13.000. Dollars forwarded in may last would compleat a payment up to the 1^st of may 1797. which has been made and the vouchers are now ready for forwardance— and shall be Transmitted as soon as I can go to Savannahs and get Major Habushams reciept for them— Previous to the receit of your instructions, Cap.^t Wibs had recived his pay up to the 1^st of may as a Captain of Dragoons by order of Col.^l Gaither who produced me an order from the Sucretary of War for his Justification— of which the following is an extract— "Captain "Wibs succeeds to Leutinant Blue "from the 9^th of may 1797. and will "rise to his late rank as soon as "cercumstances will permit, in the "mean time he will retain his "command as Captain till reliev-"ed by Captain Taylor." Captain Wibs says he considered his acceptance as Leutinant to commence on the 9^th of may last but he is mustred and borne on the pay rolls for the pay of a Captain up to the 9^th of August, when Captain Taylor arrived. I have erased Cap.^t Wibs name from the Company reciept rolls, from the 1^st of november 1796 to the 30^th of may 797. and taken his duplicate reciepts for the 243. D^s as so muchs of the pay due him from the United States- and shall have him on the Field and Staff rolls- and Stop his pay from the 9^th of may to the amount of the above 243 Dollars— or untill I recive your instructions to the Contrary— he has lately been appointed Adjutant and expects to draw forrage as such and Leutinant of Dragoons at the same time— I shall not pay it untill I hear from you. I am informed since my return from Fort Pickering that the horse mentioned in my letter of the 3^d Ultimo as being in possession of Captain Wibs has been delivered to Captain Taylor and that Cap.^t Wibs has written to the Suclary of War on the Subject— I am also informed that the late Leutinant Slough died on his way to Lancaster— I will thank you in future not to inclose my letters from the War Ofice to any other person, but direct them to me at Fort Wilkinson— as some have thereby been delayed and others mislaied— I am much obliged by your polite attentions to my request, on the Subject of my Promotion— I have the honor to be, with much respect your ob.^t Servant Thy L McCall [undecipherable] Paymaster The Hon.^ble The Accountant
