Sir,
I herewith transmit you my Muster & Pay Rolls for the month of October.
The case of Serjt McIntyre may require to be particularly mentioned. He was annexed to the command of Lieut. Rowan at Oswego by whose certificate it will appear that he was intitled to a discharge on the 6th. of Sept last. I could wish the same certificate had expressed to what time he had been paid. But I apprehend. to Rowan conceived the Sergeants receipt, which is annexed to the certificate, to be a sufficient voucher for him to draw his arrears of pay upon. I have stated the pay which he claims as due, hoping that if it should be found to be due by a reference to Mr Rowans vouchers it may be forwarded. Serjt McIntyre has proved himself to be trusty, faithful soldier — and I flatter myself he will be very useful to me in my present command. Waters was inlisted by Lieut [undecipherable: Albarschalin]. He joined at West Point in [strikethrough: [undecipherable]] [undecipherable] & is certified to be paid for August. I suppose him intitled to his deserved bounty.
