I am an abstract of monies advanced by Hepley Nevill Paymaster General to the Militia called out to suppress an insurrections in the western counties of Pennsylvania in the year 1799, you Stand charged with monies paid to you by him pursuant to warrants in your favor for the Pay of different companies of Virginia militia, composing a battallion employed in said expedition; and as no returns have hitherto been transmitted to this office to exonerate you from those advances I have to request your immediate attention in transmitting, such as you actually possess, or can shortly obtain, properly stated, and in case of deficiency to refund the balance remaining unaccounted for in your hands to the Treasurer of the United States. I am under the necessity to be the more urgent in requesting your attention to this effect in consequence of a resolution of Congress of the 3 march last directing me to furnish an abstract by the first week in January next of the names of all the receivers of public monies unaccounted for. In rendering your accounts you will be particular in stating an account current charging the monies received and crediting the expenditures made agreeably to the Pay Rolls and accounts you were furnished with; also filing the receipts with corresponding numbers which are to accompany the account current.
