October [undecipherable]4, 1797 In consequence of an application from W^m Smith Esq. of Charleston, the letter of which the enclosed is a Copy dated July 15^th 1797. was at my request written by [strikethrough: the] Comptroller to the Collector of Charleston. M^r Smith [undecipherable: stated] to me that he had made or intended to make a like representation to you. It seems that Capt. [undecipherable: Kalliston] of the Porto has been alarmed by some opinion said to have to been delivered by one of the Judges & will do no thing without orders from you.
