Description

James McHenry chastises Capt. Isaac Guion for not executing his orders in the Natchez-Chickasaw Bluffs region more effectively. Notes he will be more explicit in future instructions, to avoid confusion; stresses that he does not wish to dishonor Guion as a soldier -- compliments Guion as resisting some scheme of the Commandant of New Madrid. Lists stipulations that the Baron de Carondelet, the Spanish governor, demands for the enforcement of the treaty. Comments on overall diplomatic situation between Spain, Britain and the U.S.; reiterates need to occupy Chickasaw Bluffs so Spanish cannot.
