Nehemiah Freeman Accountants Office West Point September 28^th 1797 Sir I duly received your letter of the 21^st Instant e[n-]sing Finley & Cornwalls account and Col Rochefontaines no[te to] you on the subject, which by no means tends to facilitate [the] settlement of that business; after considering it in every p[oint] of view, I am of opinion that the sum of Nine dollars a[nd] forty Cents ought to be deducted from the amount of the a[ccount] which will leave a balance of Twenty nine dollars and sixty [Cents] which sum you will be pleased to pay to the parties o[ut] of the unappropriated monies in your hands taking their rec[eipts] in full for the same agreeably to my remarks on the acc[ount] which I herewith reinclose you for your further gover[n-]ment in bringing this business to a final termina[tion] & which you will please to return accompanied with receipts. September 28. 1797 Sir I received your letter of the 23^d Inst^t enclosing [Muster] Rolls of yourself and Recruits for June. July. and August [last] amounting to Two hundred, twenty five dollars & ninety [Cents] which will in due course be passed to the Credit of your [account] I also received receipts for bounty paid recruits Inlisted b[y] you which will be filed to be examined on settlement o[f] your Recruiting account. — With respect to the pay perday of a Sergeant, Corporal &c., that must be regula[ted] entirely by the number of days in the months. Windsor, Vermont September 28. 1797 Sir I received a parcel of copies of receipts for bounty paid Recruits, on [overstrikethrough: on] looking them I judge you must have transmitted them altho' they were not accompa[nied] with a single line, you will observe that no Officer ever sends on to this Office Vouchers for money paid [without writing & enclosing a list thereof specifying for what paid] & the amount, this in future you will be carefull not to neglect; the receipts sent are of no value, you ought t[o] have taken two from each person, one to be kept by you & the other enclosed, to be filed for examination on settle=ment of your Recruiting account, agreeably to your Recruit=ing instructions, you will therefore take duplicate receipts from those already inlisted as well as those you may hereafter inlist and send to this Office, and such men as are only able to set their marks you must have their receipts witnessed by some respectable person.
