I received a parcel of copies of receipts for bounty paid Recruits, on [strikethrough: over] looking them I judge you must have transmitted them altho' they were not accompanied with a single line, you will observe that no Officer ever sends on to this Office Vouchers for money paid [strikethrough: without] enclosing a list thereof specifying for what paid & the amount, this in future you will be carefull not to neglect, the receipts sent are of no value, you ought to have taken two from each person, one to be kept by you & the other enclosed, to be filed for examination on settlement of your Recruiting account, agreeably to your Recruiting instructions, you will therefore take duplicate receipts from those already inlisted as well as those you may hereafter inlist and send to this Office, and such men as are only able to set their marks you must have their receipts witnessed by some respectable person.
