Francis] The Frigate Constitution requiring a heavy Anchor to keep her from accidents during heavy Squalls or Gusts of wind, I beg you will be pleased to inform me, whether the one of this description that I requested you to have brought round from Portsmouth on the eastward has yet arrived or if not what measures have been taken for its transfer to Baltimore. I am getting better Sir Near Downingstown Sept 12. 1797 [Capt. Tho. Truxton] I have your letter of the 13 instant but being yet indisposed and weak from the remnant of a bilious fever, I cannot be very particular in my Answer. I shall take an early opportunity to converse with the President upon your claims for Extra expences during your superintendence of the building of the Frigate, and beg you not to suppose that it will be refused, if clear with propriety to be granted, or to construe the delay it seems to have experienced into a denial of justice. It is some time since I desired M^r Jno. Francis to have brought round from Portmo. to Balt^o as heavy an Anchor for the Frigate Constitution.
