Description

Charles Cotesworth Pinckney informs James McHenry that he and General Marshall are on their way to Paris so that the delay of their journey is not attributed to bad motives. Pinckney reports that the French are very aware of the internal divisions in America on foreign policy and that this may make negotiations very difficult.
