Z D Sep^t 15. 1793 Sir M^r Frazer has shewn me a letter from the Sec^y of War dated [undecipherable] instant wherein after he observes, that he has given orders to you, should M^r Hughes fail in [underline: delivering the compliment of Guns for the Algerian Frigate] to have the deficiency ^supplid out of the public Magazines. From the Report of M^r Du Carter who has visited M^r Hughes's furnace, I find things in a bad train at that place. [undecipherable] the Guns must, be obtained from some some other quarters. The Frigate is ready to receive her Guns; if she is detained, it will be solely for want of them. The consequence of not fulfilling the expectations of the Dey may be a renewal of hostilities. As the Sec^y of War [strikethrough: is not] cannot be immediately consulted, and any delay injurious, I must earnestly request you to point ^out the places where any six or nine pounders suitable for the Frigate [undecipherable] & cause them to be examined.
