I cannot yet see any thing sufficiently satisfactory in Col Rochefontaine's certificate & Remarks on the account of expences of Findley & Cornwalls to enable me to act on it. I therefore return it as well as the other papers accompanying it once more enclosed. If Col Rochefontaine (who must be the best Judge in such cases) will certify under his signature what he thinks would be a reasonable allowance for these men after deducting the subsistence they may have received from the Public whilst performing the service in question, the business will then be attended to.
