I have received your letter of the 3 Ins[t] enclosing your account & receipt for thirteen dollars [paid] by you for your passage to W. Carolina which I am u[nder] the necessity of returning to you as a charge inadm[issible]. I did not know that this claim was ever before pres[ented] to this Office, had it at that time been presented t[o me] I should have rejected it and could have given m[ore] reasons for so doing than the want of preceden[t] — ges of this [strikethrough: notation] kind have not been unusual [among] Officers and have universally been disallowed. [I] cannot conceive it ever was the intention t[o pay] an Officers expences when he may be ordered f[rom] post or from one command to another in the l[ine of] his duty.
