On his arrival, the person who acts in that department, will deliver him an Inventory of all the Articles under his care, papers of Office and instructions, taking his receipt for the same. You have mentioned how necessary Mr Hillis is to you, and a wish that you might be permitted to retain him. — Considering that your business will be encreased by the accession of Troops and Stores, and the many new Calls upon your time, which must originate out of this arrangement, I agree to your retaining him at his present Salary till the further order or pleasure of the president can be known.
