[To Humphreys [undecipherable] action] Personally appeared James Humphreys of the Northern Liberties [undecipherable] who being duly sworn deposeth and faith that about two Years since [undecipherable] John Connor took occasion by coming with him [undecipherable] to [undecipherable] to the War Department [undecipherable] and there which would be with [undecipherable] to [undecipherable] — that he asked if what and Connor amounted to he had been [undecipherable] in Soldiers Rights. Deponent [undecipherable] him (the Deponent) if he would transact the [undecipherable] at the Office — to which he [undecipherable] not knowing it [undecipherable] — that they went accordingly to the Chief Clerk, which [undecipherable] that Deponent's [undecipherable] former and John Shannon went to Carlisle for the [undecipherable] in their [undecipherable] of getting powers of Attorney and returned in about two Weeks with a considerable Number of Powers of Attorney that some of them were filled up, but many had only the Magistrates Signature and Official Clerk affixed to them — That several of those were attested by Hugh McAllister of Carlisle — That the said Connor and Shannon at the House of said Shannon, filled up from the [undecipherable] Letters of Attorney and affixed the Deponent's Name — to (as he [undecipherable] to be) the Attorney and also affixed [undecipherable] the Names of the Soldiers — That most of those which he attests to [undecipherable] Hugh McAllister had been filled up and the Magistrates attestation already having been [undecipherable] and that the Witnesses to the attestation attested only to [undecipherable] — [undecipherable] McAllister was also [undecipherable] to be [undecipherable] Powers of Attorney at their [undecipherable] — That the [undecipherable] only [undecipherable] with [undecipherable] of [undecipherable] Shannon — that this Deponent [undecipherable] — the [undecipherable] with [undecipherable] forged Powers of Attorney, one of them purporting [undecipherable] — went into the [undecipherable] of the Treasury and received Certificates for the Monies due to the [undecipherable] Soldiers — The Name of the [undecipherable] Soldiers [undecipherable] one in the Name of [undecipherable] [undecipherable] for [undecipherable] 80 Dollars 59 [undecipherable], and the other [undecipherable] Name of [undecipherable] [undecipherable] for [undecipherable] 65 Dollars — a like of them bearing date 6 Sep^t 1796 — That a few Days after [undecipherable] this Deponent being concerned [undecipherable] of the [undecipherable] Certificates being found [undecipherable] — [undecipherable] communicate [undecipherable] which [undecipherable] Requested this Deponent complied with — that [undecipherable] being [undecipherable] McAllister, this Deponent complied with — that [undecipherable] examining the Powers of Attorney being forged — that McAllister seemed from him to be [undecipherable] — That he let McAllister know that he (McAllister) [undecipherable] examining the Powers of Attorney — that this Deponent [undecipherable] use McAllister's [undecipherable] expressing [undecipherable] (Shannon?) [undecipherable] took [undecipherable] Powers of Attorney [undecipherable] caused this Deponent [undecipherable] and [undecipherable] — the [undecipherable] Letters of Attorney [undecipherable] — those for the Soldiers [undecipherable] thereupon the Certificates [undecipherable] to be [undecipherable] and genuine and that [undecipherable] McAllister [undecipherable], was [undecipherable] the own Witness to the Deponent [undecipherable] who [undecipherable] [undecipherable] — in [undecipherable] Day [undecipherable] Hugh McAllister, [undecipherable] — Shannon [undecipherable] as [undecipherable] Deponent That [undecipherable] as Shannon [undecipherable] of this Deponent [undecipherable] took Powers of Attorney [undecipherable] to [undecipherable] in the [undecipherable] Soldiers Names thereto and McAllister [undecipherable] no Notarial Seal, which he brought with him from Carlisle for the Purpose of [undecipherable] Powers of Attorney for [undecipherable] Shannon and that [undecipherable] of the [undecipherable] Powers in the [undecipherable] That some short time before he came into the Business within mentioned he with a [undecipherable] Powers of Attorney from John Connor [undecipherable] to [undecipherable] (in the Soldiers Names) which would be in the Treasury for [undecipherable] [undecipherable] the [undecipherable] Soldiers, which in return of another Power [undecipherable] granted by Connor he paid [undecipherable] and transferred and [undecipherable] 60 or 70 Dollars [undecipherable] and [undecipherable] [undecipherable] and [undecipherable] he [undecipherable] to the [undecipherable] Connor and Shannon gave him for the money, which he attended to this — at Shannon's House — That when the Money was [undecipherable] and the [undecipherable] in Shannon's House, Shannon counted [undecipherable] one Third and [undecipherable] it by M^r Hardman, Clerk in the Register Office in [undecipherable] [undecipherable] Limited Hours — The remaining [undecipherable] from the [undecipherable] of the Department — John and Shannon [undecipherable] [undecipherable] of the Department — [undecipherable] John [undecipherable] of the Department — [undecipherable] only $[undecipherable] Dollars for his [undecipherable] — That the Deponent asked [undecipherable] of Shannon why M^r [undecipherable] did not [undecipherable] [undecipherable] the Money, [undecipherable] he must have it, he [undecipherable] as the [undecipherable] and he can not do without him — This Witness says James Hardman or Company with either Shannon or Connor first [undecipherable] Shannon's [undecipherable] times to one [undecipherable] Hard [undecipherable] — and [undecipherable] that on the day on which he received the two Certificates within mentioned Shannon told him whether he had received them — and he [undecipherable] he had not, but the next morning Shannon told [undecipherable] [undecipherable] had received the [undecipherable] — M^r Hardman has [undecipherable] and that the Witness further recollects that [undecipherable] Connor & Shannon [undecipherable] [undecipherable] up [undecipherable] two Powers of Attorney to [undecipherable] to the [undecipherable] — and [undecipherable] they were [undecipherable] [undecipherable] Dead [undecipherable] — And this [undecipherable] — that he did not know the Hand writing, but from Shannon [undecipherable] him he was His [undecipherable] — that Connor [undecipherable] he had been [undecipherable] a [undecipherable] with the [undecipherable] man who did any [undecipherable] for him — That [undecipherable] about or some short time [undecipherable] the [undecipherable] Transactions [undecipherable] from Connor brought him [undecipherable] Powers of Attorney and [undecipherable] Number of [undecipherable] [undecipherable] to him to [undecipherable] same to the War Office, where they [undecipherable] were [undecipherable] not genuine and therefore detained. That he informed Connor & Shannon thereof who [undecipherable] to M^r McAllister, by whom those of [undecipherable] Powers were attested — McAllister [undecipherable] to the War Office, inferring [undecipherable] the [undecipherable] Powers were genuine and [undecipherable] him affirmed, this Deponent received the [undecipherable] Warrants — That McAllister was in Town when this Deponent obtained the [undecipherable] Warrants — That Connor, Shannon & McAllister [undecipherable] at Ellisbie — in [undecipherable] that when McAllister, [undecipherable] — and [undecipherable] witnessed the [undecipherable] and [undecipherable] at Ellisbie — M^r McAllister [undecipherable] Connor & Shannon [undecipherable] there — and this Deponent [undecipherable] one, while he [undecipherable] Connor for [undecipherable] $[undecipherable] Dollars — This Deponent further [undecipherable] that he [undecipherable] Connor [undecipherable] a [undecipherable] Clerk in the War Office [undecipherable] the Name of [undecipherable] and [undecipherable] Connor gave [undecipherable] for his [undecipherable] in Shannon's [undecipherable] on [undecipherable] when [undecipherable] and Connor he was going to [undecipherable] — "all is right." That Connor went to [undecipherable] at the [undecipherable] (after Scott had [undecipherable] the War Office) for the Purpose, as Connor said, of getting Soldiers Names from him — and that Connor on his Return had [undecipherable] Names — And this Deponent also heard of John Schaffer divers times that he obtained Names of Soldiers from the War Office through Scott and that he had paid Scott [undecipherable] Sums of Money for Soldiers Names — And from Connor this Witness understands that Scott was to have, at his option, either certain Sums for every Soldiers Name which he furnished or a certain Proportion of the [undecipherable] of the [undecipherable] Warrants — Sworn to and Subscribed 3^d August 1797 — before me Hilary Baker Mayor and in the presence of [undecipherable: Jno Simmons?] James Humphreys
