Knoxville Jun 28. 1797 William Simmons Es^q Accountant Sir Enclosed you will recieve an Account Current, and Abstract of Payments made by Captain William Richards when acting as Pay Master to the Militia & regular Troops in this State, from October 1794 to April 1796 which has been by me carefully examined with the receipts which remain here, and find a Balance of Six Hundred, eighty six Dollars & 66¾ Cents due to Captain W^m. Richards; — the 1^st Set of Vouchers for the pay of the Militia &^c has already been forwarded except those for Abstract N^o 4, 5, and 6, which will be forwarded to you by first safe conveyance; — You will observe that an allowance of Twenty Dollars per Month has been made to Cap^t Richards as Pay Master which is Respectfully submitted to you for your Approbation. The accounts and Vouchers for all expenditures made in this State on account of the United States will be forwarded to you as soon as possible; as I shall take them up immediately, and no attention on my part shall be wanting to facilitate the business — There has been so much business to do in paying the Militia for their Services — that it has been impossible to make an Examination of the Accounts & put them in any train for Settlement untile the present; — The payments to Militia are very irregular there is applications almost daily for the pay of Militia for Services in 1793 — this being the case is the reason that the Accounts have been kept back so long — Gen^l: Henley intended writing to you by this days post, but business has called him to [undecipherable] Block House — he will write you by the next — your letter of 2^d Instant with its enclosure has just been recieved which will be attended to.
