Ens. Hugh McCall P.M. of the Troops in Georgia Department of War Accountants Office July 26^th 1797 Sir I have received your letters of the 1^st & 15^th June last, and also two directed to Major Constant Freeman of corresponding dates together with the Inclosures said to be contained therein which shall be placed under examination and the proper amount passed to your Credit of which you shall be duly informed. The money has been transmitted to M^r. Habersham the 11^th may last on Estimate supposed to be sufficient to pay all the regular Troops in Georgia up to 31^st March 1797 this will still leave near four months pay ^due to them of which I have requested that M^r. Habersham [strikethrough: will] will send forward an Estimate that I may transmit their pay up to the 1^st of next month. Previous to my being able to pay the Officers deranged under the act of Congress of 30^th May 1796 the six months pay and Subsistence allowed to them by the act of 3^d March 1797 it will be necessary they state their accounts charging their Subsistence at the Contract price at the Post where they became supernumerary and transmit their accounts to this Office impowering some person to receive the amount. Capt. Webb being deranged on the 31^st October 1796 has lately been appointed a Lieut. of Dragoons to rank from 9^th may 1797 should he accept of this appointment he will be mustered and paid accordingly, but for the services rendered him as Captain while he was a Supernumerary Officer, there is no provision made by law for paying him this must therefore be suspended for further consideration. With respect to promotion I am informed at the War Office that you are now first on the list for Promotion as Lieutenant in consequence of Cap^t. Howell Lewis' resignation. I am &c. W^m Simmons Acct.
