I received your letter of the 6th [inst.] enclosing your account of commissions on receiv[ing and] paying monies from this Department in the Qua[rter] ending 30th June 97 the amount of which being [six] hundred forty nine dollars [illegible] will be remitted [to you] as usual by the Treasurer of the United States [for] which you will be pleased to forward your rec[eipt] to this Office.

I received your letter of the 1st Inst. enc[losing] the receipt roll for March & April of yourself & Com[pany] the amount of which will be passed to your Credit [in] the Books of this Office being Six hundred forty fiv[e] [undecipherable] cents. — When you transmit a Pay Roll for May &[c] conformably to the Muster Rolls for that period now p[?] the amount will be remitted you thro' the usual ch[annel]
I am of opinion you have an und[oubted] right to withhold Henry Philipps balance of pay un[til he] will receipt for the full amount, unless there be som[e]
