Sir
You will receive herewith a Warrant for the sum of Two thousand, seven hundred sixty eight Dollars and eighty six Cents being the amount of sundry payments and charges made by you from 1 July 1796 to 30th June 1797 after deducting Two hundred, thirty seven Dollars and twenty five Cents improperly made against this Department for which the Vouchers will be returned to you.
As objections frequently occur in the settlement of your account of payments made by you, as your appointment or instructions does not authorize your making any disbursements, I would recommend that in future all accounts for debts contracted by you proper to be settled in this Office should be immediately transmitted here with your certificate annexed thereto for the approbation of the Secretary of War. this will prevent all future confusion and will enable me to credit on the Books of my Office the proper heads of expenditure therewith.
