Description

This document is enclosed in the letter in which Foster asks Henley to forward the letter he has written to the Secretary of War on the subject of his contract with the government to provide supplies for the Indians. Foster worries that, if supplies are not available, the Indians will think that the government has forsaken them. He assures Henley of the sincerity of his concern in this matter.
