[Regulations for the Dragoons in the Service of the U. States. 1 July 1797.] [(For General White — New Jersey.)] [114] Regulations for the Dragoons. THE PRESIDENT of the UNITED STATES hereby orders and directs that the following Rules and Regulations be obferved by all Officers of Dragoons in the fervice of the United States, and that all contraventions of the faid Rules and Regulations be punifhed according to the ufage of Armies and the Articles of War. 1. ALL officers of Dragoons are hereby ftrictly enjoined to acquire a perfect knowledge of, and to inftruct their men in, the Manual Exercife and Manœuvres of Cavalry and Infantry. 2. IT is confidered to be the indifpenfable duty of Captains to afcertain by actual proofs, whether the Lieutenants and Cornets of their refpective Companies are duly qualified to inftruct the Dragoons in the Manual Exercife and Manœuvres aforefaid, and to fend a certificate once every year ftating the degree of their improvement to the Commandant of the diftrict and the Secretary for the department of War. 3. EVERY Captain or Commandant of a Company or party is to caufe an infpection to be made of his command once every day, by a Lieutenant, Cornet, or non-commiffioned Officer, who is to report in writing the ftate and number of the horfes prefent, with the ftate of their furniture, and the condition of the clothing, arms and ammunition of the men. 4. THE horfes and their furniture are to be conftantly kept in good order, the clothing of the men neat and clean, and their arms and ammunition at all times fit for actual fervice. 5. No Dragoon is to be permitted to abfent himfelf from his company or quit his party, without permiffion from his commanding officer. 6. CAPTAINS of Companies and Officers commanding corps, parties or patroles, are enjoined to fecure their quarters every night by guards and otherwife, in fuch manner as to prevent defertions, furprife, efcapes of horfes, or thefts. 7. OFFICERS are exprefsly forbidden to employ any dragoon horfe to carry their baggage, to ufe them as their own; to take them with them on furlough, or to withdraw them in any manner from the fervice. 8. OFFICERS who may receive a furlough are not to be permitted to take with them any Dragoon for a fervant or waiter. 9. IT is required that every Officer who refigns, fhall, before he quits his company, deliver over all public property in his poffeffion to the officer having power to receive the fame. It will be indifpenfable that a receipt for fuch delivery be produced before he can obtain his pay or arrears of pay. 10. THE Captain or Commanding Officer of each Company is to report monthly to the Officer commanding in his diftrict, and quarterly to the Secretary of War, the ftate of difcipline in his company, the condition of the horfes and their furniture, the ftate of the accoutrements, arms and ammunition of the Dragoons, the detachments that have taken place, the orders given to them, and all occurrences or incidents worth notice.
