June 26^th 1797 The Secretary at war by his letter of the 22^d instant, has requested that measures might be taken for insuring a supply of Clothing to the Army for the year 1798, agreeably to a list transmitted to me, a copy whereof you will find Inclosed. You will be pleased therefore to draught & submit for my consideration thereon, [strikethrough: in] an advertisement inviting proposals for furnishing the several Articles mentioned in the said list. With a view to economy as well as to excite competition among the Manufacturers of Hats, Shoes, Boots, [undecipherable], Caps & leather Breeches, It will be advisable to give notice, that separate proposals will be received for those Articles. In order however, to limit the period for receiving proposals, I would advise you to obtain information from the Secretary at war relation to the time when the Clothing will be wanted. The proposals when received are to be lodged in my Office with a statement exhibiting a comparative view of the prices demanded — you will then receive the necessary instructions and assistance for completing the Contracts. With respect to the Blankets, It is my wish that you enquire of the [strikethrough: Importers] Importers of that Article, at what price they are willing to furnish the quantity required — but if it should appear, that there are none at Market suitable for the purpose, you will in that case learn upon what terms they can be imported, and report to me accordingly. It is also understood however, that no positive or provisional agreement is to be entered into without my being previously consulted.
