Sir
I received your letter of the 12th Instant enclosing the Muster & Pay Roll of the Garrison at West Point for may 1797 and Capt. Littlefields Account of bounty due to John Wheeler the former has been suspended untill the following explanations take place viz.β Capt McRel's pay is made up for the month of may, it will be necessary that he should state an account of his pay from the period that he was last paid in full to, and adduct therefrom three months pay that he received at this Office 25 Novr 1796. and transmit the same thro' you to this Office; Lieut. Rand's pay will be deducted as he received an advance of two months pay at this Office 17th May last unaccounted forβ You make up the Pay of Henry Mitchell who is said to be transfered to Capt. Pierce's command, a further explanation on your part ought to take place before this pay is forwarded, for if such transfer has taken place he [undecipherable] not receipt to you for it. If you are satisfied that [the] balance of bounty claimed by Wheeler is due you [may] pay it out of the unappropriated monies in your [hands] and forward his receipt and Capt. Millers certificate mentioned in the account stated by Capt. Littlefield.
I could wish in future your Rolls to be accompanied with a list of the artificers specifying as particularly as possible the occupation of each for the time he is made up conformably to my letter to you of the 4th March last.
