Sir,
I enclose you duplicate of my letter to Brigadier Genl. Wilkinson of yesterdays date, and copy of a letter to him of this date with its references for your Government in case he should have left Fort Washington or by any accident be prevented from communicating to you their Contents.
Having a perfect reliance on your prudence and judgement, I cannot doubt but your command will prove satisfactory to yourself and advantageous to the United States.
Should you want any money for the pay of the Troops, or for any indispensible Material in the erection of the works, or your Command, and can sell your Bills to any of the Traders, I hereby authorize you to draw upon the Secretary of War for these purposes, for the expenditure of which money you are to be accountable.
