Preston Baltimore] Sir It therefore becomes necessary that you should immediately, in conjunction with the Naval Agents and Constructor form an Estimate of the further cost that will be requisite to Complete the Hull, finish the equipments &c of the Frigate Constell[ation], the Military Stores can be estimated here (therefore may be excluded from your estimate) — I must also request to be informed what Bills remain unpaid and their amount, that I may be enabled to form just estimate of what further appropriation will be necessary for the Naval Equipments. Talbot some time since, as being of an inferior quality and of no service, you are therefore to dispose of that part of the Materials not used for Building a 44 Gun Frigate.
