It is [undecipherable: proposed] that it be [undecipherable: supplied] partly by [undecipherable] Under agents of [undecipherable] [undecipherable] to take account of Supplies [undecipherable: delivered] and [undecipherable] into the [undecipherable: magazine] — [undecipherable] out to Commissaries to [undecipherable] in the [undecipherable] year. [undecipherable] in the [undecipherable] of the [undecipherable: Commissary] accounts the forms and [undecipherable] directions and [undecipherable] to [undecipherable: demand] perfectly. For all articles [undecipherable] [undecipherable: provisions] to be [undecipherable] given on [undecipherable: Commissioner] [undecipherable] accounts sent to be required to be [undecipherable: honored] by the original [undecipherable] of purchases [undecipherable] for the same [undecipherable] and also [undecipherable] for the Specific [undecipherable] or [undecipherable] provided to be [undecipherable] by the agent appointed to [undecipherable] and [undecipherable]. All the articles and Supplies received to be [undecipherable] stated in an abstract or abstracts according to the form [undecipherable] (B) to delivery on any account to be made except in the written order of the Superintendent, or of a person who [undecipherable] the principal at a Treaty or Conference. All [undecipherable] and deliveries to [undecipherable: Nations], to [undecipherable] [undecipherable: persons] [undecipherable] — to them in [undecipherable] of [undecipherable] to be appointed by the Superintendent, or the person [undecipherable] at a Treaty or Conference who shall certify in the orders for delivery, that the articles therein mentioned were in fact [undecipherable: found]. The deliveries to be made to be entered in an [undecipherable] Book, to be [undecipherable] stated according to the form (B) [undecipherable] the [undecipherable] ought to be added all the articles which shall be lost [undecipherable] or declined by accident. It will be an important guide at the time of rendering the accounts for Settlement, if the abstracts signed by the agent stating the Supplies remaining [undecipherable], be rendered to the Treasury [undecipherable] to the [undecipherable] month [undecipherable] (V) I request that information may be speedily [undecipherable] to the Treasury of the arrangements which may be made as to the organization and [undecipherable] Instructions by the respective Superintendents — and that accounts to [undecipherable] this [undecipherable] departments may be [undecipherable] quarterly [undecipherable] for Settlements, on the last days of March, June September, December annually.
