Sir
I received your letter of the 25th April en-
-closing the account of Capt Richards Sparks which
I return to you for payment after examination by
you it will however be necessary for Capt Sparks [to]
produce either a certificate of the Pay Master sho[w]-
-ing the amount due him, or he must attest
thereto before a Magistrate — this being the rule in
all cases of the kind at this Office, and which you
will observe in all settlements of Officers accounts
similarly situated.
