Major Constant Freeman having informed that he authorized you in his absence to do th[e] duty of Agent of the War Department in Georgia. I beg leav[e] to inform you that the Secretary of War has deemed it p[ro]per to forward the Pay & forage of the regular Troops to th[e] 31st March 1797 on Estimate a Copy of which is enclosed amo[unt]ing to Thirteen Thousand dollars. this sum as well as Three Hundred & eighty five dollars due to Docr A.Y. Nic[holl] has been remitted to Daniel Stevens Esqr Supervisor Charleston S[outh] Carolina then to remain subject to your order. I have written to Colo Gaither to issue his orders for having the Troops Mustered and the Pay Rolls form[ed] which will be presented to you properly authenticated by the Pay Master and which you will be pleased to exa=mine agreeably to your instructions from Mr. Freeman and make the payment accordingly.
You will pursue the most advan[ta]=geous as well as expeditious plan for obtaining the mon[ey] from Mr. Stevens — it is a desirable thing that as little tim[e] as possible should be lost in making the payment to the [undecipherable]
Your particular attention is reques[ted to]
the examination of the Pay & Muster Rolls before you make the payment as any errors would greatly embar=rass the examination of the accounts hereafter. You will be pleased to write me on receipt hereof and in=form me from time to time of the progress you make in the payments and forward a statement of your transac=tions. I enclose you Blank Muster & Pay Rolls.
P.S. The 385 Dollars to be paid to Capt A.Y. Nicholl is for Medical assistance rendered by him to the Federal Troops from 15th October 1792 to 31st December 1795. you will be pleased to take his receipts accordingly.
